3.1 Strengthen the research infrastructure to support research, scholarly, and creative endeavors that provide high impact outcomes.

3.1.1 Increase the number of graduate students engaged in research, scholarly, or creative work.
3.1.2 Increase the number and impact of undergraduate students engaged in research, scholarly, or creative work.
3.1.3 Increase the number of faculty members engaged in research, scholarly, or creative work.
3.1.4 Improve the research infrastructure including sustainability.
3.1.5 Incentivize high-impact scholarship through physical and administrative support.
3.1.6 Increase the level of proposal development services available to the university research community
3.2 Achieve growth in collaborative, interdisciplinary research and scholarship that addresses problems too difficult to solve without collaboration, especially within the five priority cluster areas of: 1) water and coastal resilience, 2) advanced materials and manufacturing, 3) shipping and international, 4) social, health, economy, and community, and 5) information technology, including cybersecurity and digital media for education, training, and simulation.
3.2.1 Utilize the Interdisciplinary Grant (IDG) program to facilitate high-impact projects relevant to university expertise and provide other relevant support.
3.3 Achieve growth in research, scholarly, and creative collaborations with businesses, government agencies, and non-profits that impact economies, quality of life, and equity, especially within the five priority cluster areas of: 1) water and coastal resilience, 2) advanced materials and manufacturing, 3) shipping and international, 4) social, health, economy, and community, and 5) information technology, including cybersecurity and digital media for education, training, and simulation.
3.3.1 Increase the number of external partnerships, including from underrepresented minority groups (research, scholarly, creative, or economic development).
3.3.2 Increase the level of proposal development services available for collaborative proposals with businesses, government agencies, and non-profits.
3.4 Increase participation of underrepresented groups in research, scholarly, and creative activities and ensure diversity, equity, and inclusion across research, scholarly, and creative activities.
3.4.1 Integrate diversity, equity, and inclusion topics into all Office of Research materials, workshops, and presentations.
3.4.2 Increase the number of graduate and undergraduate students from underserved minority groups engaged in research, scholarly, or creative work.
3.5 Achieve growth in international research, scholarly, and creative collaborations that enhance quality of life through linking of cultures and expertise, especially within the five priority cluster areas of: 1) water and coastal resilience, 2) advanced materials and manufacturing, 3) shipping and international, 4) social, health, economy, and community, and 5) information technology, including cybersecurity and digital media for education, training, and simulation.
